The blackjack dealer has very strict rules that s/he must follow. These rules are in place to keep the game consistent. The dealer in blackjack never has to make any judgments. S/he is more of a machine. In fact, when you play blackjack online, the dealer is actually a machine. :-)

When the cards are first dealt, the dealer will check his/her hole card if the up card is a 10, face card, or ace. This is to find out if they have a blackjack. If the dealer has a blackjack, then the hand is over and the player's lose (unless they also have a blackjack).

Once all of the players have had the opportunity to take additional cards, the dealer has the same opportunity. The dealer first flips over his/her hole card so that the players can see the hand.

If the dealer has 16 or less, then s/he will hit. And they will continue to hit until they have 17 or more. If they have 17 or more, they will stay.

If the dealer busts, then all of the players who didn't bust automatically win.

These rules are complicated slightly if the dealer has an ace. A hand with an ace is called a soft hand...if the ace is counted as 11 points. If the dealer has a soft 17 then they may or may not be required to hit. Different casinos have different rules about that.
